Internship shows students the ropes of the health care profession ...

On Friday, 16 West County high school students completed a paid summer internship program at Doctors Medical Center and were awarded certificates of proficiency by the Contra Costa County Office of Education. The five-week Summer Youth Employment Program acquainted students with the kind of work done in different hospital departments such as human resources, food and nutrition, the sleep lab and the cancer center.

Bobby Ward, youth development services specialist for the Contra Costa County Office of Education, said the internship program is part of a federal program that enrolls students in year-round services to enrich their academic achievement. ?For most of the students it?s their first job, and a lot of them are interested in the medical field as a career,? he said. ?So in this partnership, it gives them a great opportunity to learn about that field and make sure they want to go into it.?

Ward said each student attended 12 hours of pre-employment workshops?which covered workplace behavior, public speaking and writing cover letters and resumes?to get them ready for the summer program. Most students were selected based on their interest in the medical field and participation in their school?s health academy, he said.

The graduation ceremony was held in the hospital?s auditorium, while officials from the Western Contra Costa Healthcare District, and Contra Costa County Office of Education Youth Development gave opening remarks.?Prior to receiving their graduation certificate, each student intern walked up to the mic and described their summer experience. The audience learned that hospital work is not for the faint of heart: two students described seeing blood while a patient was being stitched up, while another saw someone die.

Pearla Ponce, a senior at Richmond High, said she was nervous about starting her job in the respiratory department because she got to see patients at their most vulnerable moments. ?At one point, I saw a patient who was really critical lose their life, and that really touched me,? she said.

Kristen Mason, a senior at Leadership Public Schools, worked in the cancer center. She said her experiences of holding patients during radiation and of identifying breast cancer on a mammogram motivated her to become an oncologist even more. ?This internship taught me to face my fears,? she said. ?My number one fear was speaking in public. I?ve defeated that and now I?m fearless. Furthermore, I learned that [oncologists] are working for good wages and each individual loves their job.?

But not everyone who graduated from the program wants to continue working in a hospital. Alfreddi Beulah, a senior at Leadership Public Schools, said even though he learned a lot by working in the cafeteria and plant operation department, he wants to follow his dream of becoming an aeronautical engineer. ?I hope to be able to transfer that [knowledge] into my field,? he said of learning to stop the spread of infections.

Eric Zell, board chair of the Western Contra Costa Healthcare District, said the hospital is a unique place to work and learn because it?s so busy. The emergency room alone sees 40,000 patients per year, he said.

?The internship has been a great experience for not only the students, but for the hospital as well, because this is real hands-on,? Zell said. ?Working in a hospital is probably different than any other job you can get out there. [The hospital staff] have been thrilled to have these students at their side learning the ropes and becoming hopefully the next generation community folks that serves this hospital.?

Iran sentences four to death over banking scandal

DUBAI (Reuters) - An Iranian court has sentenced four people to death for their roles in a billion-dollar banking fraud scandal that forced bank executives out of their jobs and tainted the government of President Mahmoud Ahmadinejad, state media reported on Monday.

The embezzlement case, discovered in September 2011, revolved around forged documents allegedly used by the directors of an Iranian investment company to secure loans totaling $2.6 billion to buy state-owned enterprises.

Thirty-nine people were tried for their involvement in the fraud.

"We are typing their sentences now and according to the sentence that was issued, four of the accused in this case were sentenced to death," judiciary spokesman Gholam-Hossein Mohseni-Ejei told the IRNA state news agency.

He did not name the individuals sentenced to death.

Two others were sentenced to life imprisonment and others received sentences ranging from 25 years and down, Mohseni-Ejei was quoted as saying.

Daisey Cutter: The Ultimate Apple Fanboy, Mike Daisey, Is Back With A Slightly More Realistic Show

Screen Shot 2012-07-30 at 11.21.15 AMMike Daisey, noted fabulist, is back at his original theatre in DC, The Woolly Mammoth where he is holding encore presentations of his debunked - and now slightly rewritten - show about working conditions at Foxconn. Gone are the guards with guns, the fake crippled man who touched the totemic iPad, and the real/fake translator named Cathy. Daisey replaced those stock characters with a bit of self deprecating humor and, as far as I can tell, a few, clearer facts.

Tap Into Low-Cost Renewable Energy Funds?with Michigan Saves ...

Kalamazoo, Mich. ? Consumers Credit Union is one of only nine Michigan credit unions partnering with Michigan Saves, a non-profit organization which provides affordable financing options to homeowners of all income levels for energy-saving home improvements. This residential loan program is also unique in that credit unions, such as Consumers, are the only lenders.

Julie Metty Bennett, Financial Manager for Michigan Saves, says she feels fortunate for having such a strong credit union culture in Michigan focused on communities and the drive to providing community benefits through both energy efficiency and renewable energy. ?Credit unions are leading the way in energy efficiency financing,? adds Bennett. Also key to success is the Michigan Saves link with area contractors and installers. ?Besides growing loans with existing members, contractors from the program serve as ambassadors, bringing new members to the credit union,? says Bennett.

Growing the renewable energy loan market not only benefits credit union portfolios, but more importantly, benefits the members and communities these credit unions serve. According to the Filene Institute in Madison, Wisconsin, green loans are good for the financial health of homeowners, with energy savings increasing their disposable incomes. Just as fuel-efficient cars save consumers money, energy-efficient homes save consumers money in lower utility bills ? saving the homeowner up to 24% on energy bills, depending upon the upgrade, with an average savings of $2,200 per homeowner annually.

Upfront costs often present a significant barrier preventing homeowners from investing in energy efficiency improvements, despite the long-term savings.? With help from Michigan Saves, Consumers works to provide innovative financing alternatives for energy efficiency and renewable energy upgrades. The program provides unsecured personal loans between $1,000 to $20,000 at a fixed annual percentage rate of 7% and terms up to 10 years. Since its inception, the program has fostered more than 1,400 loans totaling more than $11 million.

Virtually any type of home can benefit.?For example, Michigan Saves has cut energy bills in homes ranging dramatically in age ? from those built in 1801 to those in 2012, with the average home being 61 years of age. The most recent homeowner on record used a Michigan Saves loan to install a ground source (geothermal) heat pump, taking advantage of the moderate temperatures in the ground to boost efficiency and reduce the operational costs of heating and cooling systems. On average, the total project cost for energy improvements is $8,500.

Key installation highlights include:

?????????? More than 500 high-efficiency furnaces

?????????? More than 1,160 new windows

?????????? More than 550 attics and 270 walls insulated

?????????? More than 1,000 homes received ?air sealing? to eliminate wasteful leaks

?????????? More than 31 ground source heat pumps and 6 solar photovoltaic installations

Rhonda Royer, Senior Loan Officer, Consumers Credit Union

Rhonda Royer, Senior Loan Officer for Consumers Credit Union and program liaison, adds, ?We?ve seen tremendous growth in energy efficiency loans through the Michigan Saves Program. Members receive an excellent rate plus savings in utility bills?along with an all-around more energy-efficient home.?

Michigan Saves is an independent and nonprofit organization dedicated to making energy improvements easy and affordable ? via low-cost financing programs for homeowners. Its website makes it easy to find an authorized contractor who will assess an individual?s needs and help choose the right improvement projects that make sense for their home. The contractor will provide an estimate and walk the homeowner through the financing process. Visit www.MichiganSaves.org or call Consumers at 800.991.2221 to find out how you can link up with a Michigan Saves contractor for this low-cost financing opportunity.?

Pakistan, US intelligence chiefs to meet August 1-3

The head of Pakistan's premier intelligence agency will hold talks in Washington on August 1-3 with his CIA counterpart, a military statement said, with drone strikes expected to be a major issue.

It is the first time in a year that the chief of the Pakistan military's powerful ISI will make the trip, signalling a thaw in relations after US troops found and killed Osama bin Laden in Pakistan in May 2011.

Lieutenant General Zaheer ul-Islam, who was appointed in March, "will visit USA from 1st to 3rd August. This will be a service-to-service bilateral visit," the statement said.

"He will meet his counterpart General David Petraeus, director CIA."

The short statement gave no other details, but a senior Pakistani security official earlier told AFP that the pair would discuss counter-terror cooperation and intelligence sharing.

Islam would also demand an end to US drone attacks against the Taliban and Al-Qaeda, and again ask for the means for Pakistan to carry out the attacks instead, the security official said.

It had been expected that Islam would visit the US in late July. It was not immediately clear why that trip did not happen.

Islamabad has been increasingly vocal in its public opposition to the drones. Pakistan's leaders had quietly approved initially but now say they are a violation of sovereignty and insist they fan anti-US sentiment.

US officials are understood to believe the attacks too important to give up, although the number declined as relations between the nominal allies plunged to their lowest in a decade.

But on July 3 Islamabad agreed to end a seven-month blockade on NATO supplies travelling overland to Afghanistan after the United States apologised for the deaths of 24 Pakistani soldiers in botched air strikes last November.

The resumption of NATO traffic has been temporarily suspended over fears of Islamist attacks.

The first robot that mimics the water striders' jumping abilities

The first bio-inspired microrobot capable of not just walking on water like the water strider but continuously jumping up and down like a real water strider now is a reality. Scientists reported development of the agile microrobot, which could use its jumping ability to avoid obstacles on reconnaissance or other missions, in ACS Applied Materials & Interfaces.

Qinmin Pan and colleagues explain that scientists have reported a number of advances toward tiny robots that can walk on water. Such robots could skim across lakes and other bodies of water to monitor water quality or act as tiny spies. However, even the most advanced designs including one from Pan's team last year can only walk on water. Pan notes that real water striders actually leap. Making a jumping robot is difficult because the downward force needed to propel it into the air usually pushes the legs through the water's surface. Pan's group looked for novel mechanisms and materials to build a true water-striding robot.

Using porous, super water-repellant nickel foam to fabricate the three supporting and two jumping legs, the group made a robot that could leap more than 5.5 inches, despite weighing as much as 1,100 water striders. In experiments, the robot could jump nearly 14 inches forward more than twice its own length leaving the water at about 3.6 miles per hour. The authors report that the ability to leap will make the bio-inspired microrobot more agile and better able to avoid obstacles it encounters on the water's surface.

EYES ON LONDON: A mayor's rejoinder to Romney

LONDON (AP) ? Around the 2012 Olympics and its host city with journalists from The Associated Press bringing the flavor and details of the games to you:

___

REJOINDER TO ROMNEY

"There's guy called Mitt Romney who wants to know if we are ready. Are we ready? Yes we are!" ? London Mayor Boris Johnson to a raucous crowd in London's Hyde Park after the arrival of the Olympic flame.

DOUBLE DUTY

The teamwork continues even after the German gymnasts leave the floor.

Several English-speaking reporters wanted to talk to Oksana Chusovitina, who is competing in her sixth Olympics at 37 ? unheard of for a female gymnast. There was just one problem: Chusovitina, who is originally from Uzbekistan, doesn't speak English, and there were no translators available.

A TV researcher who speaks Russian initially offered to help, only to realize he was needed for something else on the other side of the room. Elisabeth Seitz then leaned over and said, "If you need translating, I can try to help." She did better than that, translating about five minutes' worth of questions for Chusovitina.

Chusovitina competed for the Unified Team at the 1992 Olympics, then her native Uzbekistan in Atlanta, Sydney and Athens. She moved to Germany in 2002, so her son, Alisher, could be treated there for leukemia. She has lived there ever since, and switched nationalities in 2006 to express her appreciation for her adopted country.

CYCLIST'S-EYE VIEW

AP journalist and avid bicyclist Warren Levinson reports in from two wheels:

I am astonished at how much official support there is for bicycling in London, given how narrow the streets are. The "Boris Bikes" ? London's popular bike-sharing program, named for its mayor ? are just the beginning. There are bicyclists everywhere at all hours and of all levels, in numbers you can only imagine in New York.

That said, there is no way I would have attempted to ride here if I weren't used to city cycling.

One of my New York City rules: I don't tangle with buses. Here, they are impossible to avoid. You're moving along and gradually become aware of a double-deck whale, breathing quietly through its blowhole, just over your right shoulder. (Buses in London are much quieter than they are in New York.)

A newspaper, The Independent, ran a race to Olympic Park between a bicycle, a car, the Underground and a riverboat. The bike won by a big margin. So far, I am enjoying the ride.

OPENING FROM AFAR

The U.S. Olympic women's soccer team hasn't attended an opening ceremony in 12 years. It just takes too much time and energy to fly to the main host city from the remote venues where footie is played.

So what to do? Gather in front of a television and dress as if you were there.

"We're going to feel the spirit," goalkeeper Hope Solo said. "Everyone's talking about dressing up in our opening ceremony outfits ? and not shipping them home until the following day."

FEDERER'S FLAW

Roger Federer has been holding court, and he delivered up a secret: He can't play tennis "at all" with his left hand.

Other tidbits from the winner of 17 tennis majors at an entertaining news conference:

?He is not a huge autograph hunter.

?He is looking forward to chatting with other Olympians ? "It doesn't matter if they are famous or not."

?And he is in two minds about being able to wear colored kit at Wimbledon, where the usual etiquette requiring that players wear white is relaxed for the Olympics.

"I feel a bit awkward playing in a red shirt out at Wimbledon," he said. "But I don't dislike it."

Federer, 31 next month, wouldn't rule out another Olympic appearance ? it would be his fifth ? at the Rio de Janeiro Games in 2016. "There's definitely a chance," he said.

CONFIDENT SOUTH AFRICA

If South Arican athletes don't perform at these Olympics, they can't blame the food or the accommodation. Minister of Sport Fikile Mbalula has visited London's athletes village and pronounced it good.

"I have seen the village, have tasted part of their meal and they told me that it is better than Beijing," Mbalula said at a welcome reception for the national team. "I have seen where they sleep, they told me they are content."

Sports officials have set the team a goal of 12 medals ? and Mbalula ended a characteristically fiery pep talk with: "Let's go to war!"

FIT AT 40

There are always a handful of athletes at the Olympics trying to win one for the aged, and Chris Horner is "that guy" for the U.S. men's road cycling team.

Horner, who will turn 41 in October, gives off a grandfatherly vibe surrounded by 20-something teammates Tejay van Garderen, Taylor Phinney, Tyler Farrar and Timmy Duggan.

Horner turned professional in 1995, but failed to make the U.S. team for the next four Summer Olympics. He figured that London was his final shot, and was nearly overcome with emotion when USA Cycling announced he had made the five-man team for Saturday's road race.

"Your whole life, you're always trying to get on the Olympic team," Horner said from the team's training base in the Surrey countryside.

NO STAR LINE AT SECURITY?

I'm standing in line with a bunch of media members waiting to get cleared through security when two men come hurrying in to the back of the line. Dressed in Serbia gear and clearly in a rush to get somewhere, they try to ask the security personnel to expedite the process for them.

Not happening. They have to stand in line like everyone else.

As I get through the screening, I turn to see who is there. It's Novak Djokvic, only one of the three best tennis players in the world. His watch sets off the alarm, but he rushes out before I have a chance to ask what in the heck he's doing there with us lowly regular people.

ALL ABOUT PHELPS

Michael Phelps is such an Olympic colossus that the US swim team press conference broke down this way:

A half hour of questions and answers with Phelps, then a half hour with the rest of the team.

Teammate Natalie Coughlin likes it this way.

SING ALONG WITH PAUL

Londoners have been careful not to leak too many secrets about Friday's opening ceremony, but some have slipped out anyway.

With thousands taking part in dress rehearsals being held at night, it's been difficult to keep all the juicy details under wraps. And while it's been impossible to see what's going on inside Olympic Stadium, there have been clues floating in the air all week.

WRESTLING GOLD?

U.S. women's wrestling coach Terry Steiner is hopeful that the growth of the sport domestically will lead to the country's first gold medal.

Steiner said that in 2002, two years before women's wrestling made its debut at the Athens Games, just five American colleges offered women's wrestling. That number currently stands at 21, and Steiner said girls' wrestling is also the fastest-growing sport at the high school level in the U.S.

The Americans have a pair of two-time Olympians in Clarissa Chun at 48 kilograms and Ali Bernard at 72 kg. Both reached bronze medal matches before falling in Beijing and are considered legitimate medal contenders

"Our goals are very simple. We've got four athletes and we'd like to leave here with four medals. And I think we have the athletes that can perform and have performed at a high level," Steiner said.

WHERE'S ROGER?

Roger Federer has an endorsement contract with Rolex. That doesn't mean he's on time.

The Swiss player, who returned to No. 1 in the world again after winning his seventh Wimbledon earlier this month, was to meet with media at 5:30 p.m. but at about that time it was announced he would be 30 minutes late. Federer, with 17 Grand Slams, won a gold medal in doubles in 2008 with fellow countryman Stan Wawrinki. He'll be back at Wimbledon to try to win gold in singles, and his chances improved when Spain's Rafael Nadal pulled out due to injury.

TALL AND SMALL

A tower of men's tennis will face, or rather peer down at, the tour's smallest player in first-round action at the Olympics.

No. 11 seed John Isner of the United States is matched against Olivier Rochus of Belgium in a draw that was announced Thursday at Wimbledon. Isner is 6 feet 9 inches (2.06 meters) tall, and his opponent is 5 feet 6 inches (1.68 meters) tall.

Last year, Isner defeated Rochus to win the title at Newport in the United States. The Association of Tennis Professionals described it as the "biggest-ever height differential" in a tour final.

The ATP biography for Rochus, whose career-high ranking was No. 24 in 2005, says his ambition as a child was "to be tall."

At 6 feet 10 inches (2.08 meters), Ivo Karlovic of Croatia is the tallest man on the tour.

BRAZILIAN PARTY

Hundreds of Brazilian fans are taking over St. Mary Street in Cardiff, Wales, ahead of the team's opening match against Egypt in the men's football tournament. Making a lot of noise and dancing to loud music, the Brazilians are bringing some life to what normally would be a calm city center on a Thursday afternoon.

Smaller groups of Egyptian supporters were also on hand, peacefully engaging with the Brazilians ahead of the Group C match at the nearby Millennium Stadium.

The gathering of fans is one of the few signs of changes brought on by the Olympics to Cardiff, located some 150 miles (250 kilometers) from all the action in London.

WELCOME TO NODNOL?

Call that a welcome? A sprawling shopping mall next to London's Olympic Park has been forced to alter signs greeting Arabic-speaking visitors, after a campaign group pointed out that the message was almost unreadable.

Westfield Stratford, which has more than 260 stores and is located right next to the main Olympic venues, has confirmed it is replacing banners put in place to welcome Olympic visitors after it was contacted by the Council for Arab-British understanding.

The council said signs that were supposed to say "Welcome to London" in Arabic were instead written backwards and did not have the letters joined up, leaving the message virtually indecipherable.

Chris Doyle, the council's director, says the banner has taken a simple message and "jumbled it up and separated the letters ? what you got was a load of gibberish."

MAJOR DONATION

Nearly 2,000 Moroccan kids are benefitting from a decision by British rower Mohamed Sbihi not to fast during the Islamic holy month of Ramadan in order to pursue his Olympic dream.

Sbihi, who is part of the men's eight at the London Games, felt he wouldn't be able to maintain his competitive edge if he abstained from food and drink from dawn to dusk during Ramadan, which began last Friday.

So, as a compromise, he is instead digging deep into his pocket and paying to feed 1,800 people via an English-based charity ? Walou 4 Us ? that works with kids in Morocco.

"It's written in the Quran that those unable to fast have to feed 60 people or fast for 30 days for every day they miss intentionally," Sbihi said.

"So, it worked out 1,800 people or 5 years' fasting. I'm very fortunate that I have funds to pay and make the donation. I made the donation about a month and a half ago."

Reasons For Syphilis Infection ? Different Causes Of Syphilis Infection

VN:D [1.9.18_1163]

Rating: 5.0/5 (1 vote cast)

Causes of syphilis infectionSyphilis is a highly contagious disease with being one of the commonly known ?sexually transmitted disease (STD) along with AIDS and Hepatitis C.

Being brought with the explorer Vasco de Gama in Calcutta during 1498, syphilis is estimated to have spread across population 47,000 in the year of 2007.

Being among the most common epidemic in Europe around 18th and 19th century, the pandemic is now in much control since the discovery of antibiotics such as penicillin.

The main culprit behind the syphilis infection is a bacterium known as Treponema pallidum. The infection is mainly attributed to physical transfer of the bacteria from the carrier to the healthy individual. Sexual contact is generally most common method of transfer, giving it the notoriety since the beginning of 16th century. The infection may also occur through uterine barrier from a pregnant mother to her developing fetus.

Various Reasons For Syphilis Infection

Sexual Transmission

The infection from bacteria results in emergence of sores at the point of contact. Thus sores generally develop in genital regions as on a penis in case of a man. The area around the cervix in a female also shows appearance of sores apparently through copulation process.

Unprotected sex with an infected person thus expose a person?s body to the infection, a sore is the prime location for the bacteria. The pathogen is transferred through the skin or mucus membrane during the sexual contact, leading to development of sores around the genitalia of the recipient.

Causes of syphilis Infection

Though protection such as a condom provides defense from entry of the bacteria, other sexual acts are being practiced all around the world. Oral sex or anal sex has dramatically increased the chances of syphilis infection in the 21st century. Infectious sores around the mouth and anus are responsible for bacterial transfer especially in homosexual community.

Needles shared along with infected individual can lead to bacterial infection, thus demonstrating infection among drug addicts and medical establishment with improper management.

The bacterium in general needs human body to survive as it cannot live through external conditions. If exposed to environmental factors outside the host body, chances of its survival decrease radically. Thus a person cannot receive infection by sharing common things with an infected person. Thus one cannot be infected by using toilet seat, swimming pool, clothes or bath tubs etc along with syphilis patient.

Also Read

Identifying Syphilis Symptoms By Stage
Be Aware Of Sexually Transmitted Infections
Various Tests To Identify Syphilis

People with primary stage of syphilis tend to develop sores commonly resembling as bug bite or rash around the genital region. However with time, a person with secondary stage syphilis shows reddish pink rash along his/her palms and soles.

Congenital Transmission

Through the placenta, a pregnant mother can transmit the pathogen to the developing fetus, thus affecting the unborn child. Even in act of delivering the baby, there is much possibility of infection to the child. However, the symptoms may not appear in two third of such cases.

A syphilis infected individual remains contagious through the primary and secondary stages. Even though this capability deceases during later stages, presence of sore still presents the treat of infection to another individual.

Thus through proper care and proper protective measure a person can avoid a syphilis infection, thus averting its further spread across the population.

Green Iowa AmeriCorps: Addicted to Energy

Green Iowa AmeriCorps: Addicted to Energy

Addicted to Energy

Despite my love for the green movement, I often find that my cynical nature prevents me buying into a lot of the potential environmental solutions that are tossed around. This distrust of pie in the sky dreams is probably why I enjoyed the Elton B. Sherwin's book "Addicted to Energy" so much. Rather than pondering what the technology breakthrough of the future may be, Sherwin examines what solutions we have available right now and explains how they can be effectively implemented. The book draws from his experience as a green venture capitalist and is written as a letter to a state governor. Sherwin briefly describes roughly a hundred of the best ideas that he has come across from his work and then explains what steps the governor must take to implement them in his or her state.

Rather than going into a lengthy review of the book - it's good - I'll instead talk briefly about the two ideas that Sherwin identifies as being the most critical. Luckily, they also relate closely to what Green Iowa does. How swell!

The first solution is to attach an energy grade to every home and building in the state. This project would have to be undertaken by energy companies who have access to large amounts of energy usage data. By comparing energy usage across similar sized houses in the same climate zone, the energy companies could roughly rank how energy efficient each home is. This ranking system could then be easily translated into an A to F scale, with the highest-performing 20% of buildings receiving an "A", the next 20% receiving a "B" and so on. While this system does not differentiate between usage habits and building performance, it still provides a useful comparison tool.

There are two main reasons for implementing this system: information and incentives, both of which appeal to me as someone who has studied economics. In order for people (or businesses, for that matter, but they are really just groups of people) to make sound economic decisions, all parties must have equal and complete information. Put simply, some people may not realize they are spending more money than they need to.

Once the information is made available, then home and building owners now have incentives to improve the efficiency of their structures. If a homeowner receives an "F" grade and is told that on average a similar home that receives an "A" grade spends, for example, $100 less on their energy bills every month, they now have a monetary and more tangible incentive to improve their home. Looking past the monetary incentives, people also do not like to lose. It's easy to see how someone who receives an "F" grade could feel like they are being beat and would want to improve simply so they are not left at the back of the pack.

Additionally, if more information is released, the incentives will also increase. Let's say, for example, that homeowners are not only given a grade, but also told where they rank on their street or neighborhood ("your home ranks 9th out of 11 houses on your street). Now that the rankings are more personal, some amount of neighborhood competition may enter into the equation. Maybe instead of a neighborhood competing for the best Christmas light display, they could compete for the most energy efficient home.

The last measure that could be taken for this solution is the most drastic and controversial, but would likely have the largest impact: making building grades public. In this system, homeowners would not only be able to see where their house ranks, but also where all other homes rank. The problem is obvious: privacy. Most people will not like having anything that relates to their financial situation released publicly. However, there are two major advantages to publicly releasing the records. First, the vain one: the incentive to improve your "F" home is drastically increased if all of your neighbors now know you have received an "F". People will not want to publicly fail anything, so it is likely that they will try to improve as fast as possible. From a green perspective, the beauty of this system is that the grades are a moving target. The grades are based on performance relative to other homes, not some set level, so if every "A" home improves, then every "B" home will have to improve even more to move up a grade. The system establishes a never-ending battle to improve. The other major advantage is that if the records are public, then the grades can enter into purchasing decisions. If two houses on the market are exactly the same except that one received an "F" and the other an "A", it is likely that the "A" home will sell for a better price. Now it pays to have an energy efficient home.

If you've made it this far and still have a functioning brain, you may be thinking exactly what I was at this point while reading this book: the plan sounds great, but where will the money come from? Most people do not have the money necessary to make drastic home improvements, and the people who cannot afford the improvements are often the owners of the homes that need the improvements the most. Incentives are pointless if people do not have the means to make improvements. This problem is addressed with Sherwin's second major solution: Energy Savings Accounts (ESAs).

The idea, at the core, is simple. Each month, charge homeowners some percentage of their energy bill and put that money into a savings account. This money, which would be attached to the home rather than the homeowner, would only be made accessible for investments in energy-saving improvements for the home. The percentage required of each ?homeowner could be related to the building's grade: a building with an "F" grade might be charged an amount equal to 15% of the energy bill each month, where a building with an "A" grade would only be charged 5%. This system would force homeowners (or, said more nicely, provide incentive to homeowners) to steadily grow investment potential.

Still with me? If so, you may be thinking about major problem number two: well great, now we're just creating higher bills for the people who couldn't afford the improvements in the first place. How is this helping? Well, if you're reading this blog, you probably know enough about energy efficiency in homes to know that many investments will pay for themselves in savings very quickly. With that in mind, one necessary feature of the ESAs would be the ability to take out interest free loans for investments with short or mid length payback periods. This would allow homeowners to make improvements on their homes without having to wait to save up the money. Since they will be putting the money into the ESA with or without the energy-saving improvement, the interest free loans allow for immediate results without risk to either party. If these improvements are done wisely and correctly, the savings experienced by the homeowner could partially or even entirely offset the payments being put towards the ESA. Additionally, since the investment should lower energy use and possibly improve the home's energy grade, the investment should lead to lower bills and thus lower the amount deposited in the ESA each month.

There is one issue at this point that is still not resolved in my mind: if ESAs were put into law today, and all homeowners were to take advantage of the no interest loans, where would the capital come from to pay for all of these improvement projects? The government would likely have to set aside a large amount of cash that could be tapped into for ESA loans and then repaid through ESA payments. While there is still little risk in this system, the money would have to remain available at all times to support the potential amount of investment projects. I don't see that as a popular solution. One thing that Sherwin mentions only in passing is that the money could come from the fines gathered through other "green taxes" (carbon taxes, cap and trade systems, pollution permits, etc.). Creating a store of "green capital" through these taxes is a realistic option, but it requires these other systems to be in place, many of which are not up and running today.

I really do believe that the systems of building grades, bill disclosure and ESAs have the potential to be real solutions to some of the energy issues we face today, but I am unsure if the correct green infrastructure is in place to support these programs. Hopefully once the environmental moment gains a little more steam, these systems can be successfully put into action.
